Carla Maria De Silva is a seasoned attorney with over 25 years of experience in banking and financial services. She has extensive expertise in the fast-paced FinTech industry across U.S. and international jurisdictions. As a results-focused attorney, she provided years of leadership while advising on the design of innovative financial products and services to meet the evolving needs of consumers and small business communities. Her unique strength lies in leveraging technology innovation for compliance as a competitive advantage, effectively bridging the gap between legal requirements and the practical demands facing providers and consumers.
Carla is deeply committed to community engagement and social justice. She co-founded the Block, Inc. LatinX Employee Resource Group, a Latino-focused community dedicated to driving economic empowerment through professional development, networking, and leadership both within Block and in the broader community. She served as co-chair of the Block Pro Bono Committee, where she focused heavily on providing legal support through pop-up immigration clinics in California’s Central Valley and Bay Area, supporting naturalization and asylum needs for local immigrant communities. These pro bono clinics also provided crucial legal assistance to immigrant small business owners, addressing employment law, business planning, licensing, lease negotiations, online content, and trademark questions.
Carla holds a Juris Doctor from Santa Clara University, School of Law, and brings substantial in-house legal experience across multiple sectors. Her advocacy work extends beyond her professional responsibilities, actively volunteering with various nonprofits over the years. She remains dedicated to using her legal expertise to serve resilient communities that deserve to be seen and valued.
